New Golf Project in Bulgaria

A new golf project is to be commenced near Bansko, Bulgaria in 2008 which will lead to further investment in the region.

This is great news for golf enthusiasts given the previous projects and is a real boost to the prospects of making Bansko a serious contender as a golfing paradise.

“Blakanstroy” starts a third golf complex in Pirin Region
Stroitelstvo Gradat Weekly, Mihayl Garkov, 29th January - 4th February 2007 

The building of the third golf complex of “BalkanStroy” AD in the region of Bansko will start in the beginning of 2008 and will last for a period of three years, said Nikolay Kaloyanov, an Executive Director of the building company at the receiving the Certificate of a First Grade Investor for the Project. There is an ongoing procedure at the moment for approving the General Structure Plan and we expect to complete the process of documentation preparation, added Kaloyanov.

The complex will include a golf ground, a hotel with a SPA centre, a horse base, a sport centre, trade and serving complexes and bungalows.

Pirin Golf and Country Club” will be situated just next to the other two projects of “BalkanStroy” AD within the region, namely “Kulinoto” Ski and Golf Complex in the region of the same name situated near Razlog, for which the company received its first Certificate of a First Grade Investor, and “Pirin Golf Holidays Club” Golf Complex under construction. The terrain of the golf ground includes a small part of the forest fund, which is destroyed as a result of poachers’ attacks and will be cleared. There is also a plan for planting certain terrains near the complex, said the Executive Director of “BalkanStroy”.

“The presence of more complexes leads to a risk diversification and to an increase in the profit security”, added Kaloyanov on the occasion of the other investment of his company in a mountain golf resort. Except for the three projects in the region of Pirin, the company also builds “Lighthouse Golf Resort” Golf Complex near Balchik.

There should be a serious emphasize on the development of mountain tourism, said Stoyan Stalev, an Executive Director of the Bulgarian Investment Agency – who gave the certificate. The opening of an airport in the region of Blagoevgrad is a must in the coming future, said Stalev. “It is not possible that English tourists fly to Sofia for two hours and then travel for 3-4 hours more to Bansko”, added Stalev.

After January 1, 2007 the nearest airport to the resort complexes in the region is Solun, which can deflect some part of the stream of tourists. At the moments negotiations are being conducted for emptying the airport in Gotse Delchev of the military, which is to be completed until the end of the year, said Vladimir Dimitrov, a Governor of Blagoevgrad.

The prospect of also building a new airport closer to Bansko is also a welcome development. There has been much talk of this in the recent past but time will only tell whether action will be actually taken on this or not.

With progress at Bansko’s Pirin Golf and Country club forging ahead, early 2007 reports show that there is great potential for developing all year round activities in Bansko, including Golf and Spa treatments.

The number of tourist visits to Bulgaria in 2006 is nearly seven per cent higher than the number of visits for 2005, deputy head of the State Agency for Tourism (SAT) Stanislav Novakov said.

Bulgaria had the potential to develop year-round tourism opportunities, Novakov said as quoted by Novinar newspaper.

The country had already established its summer and winter resorts, Novakov told participants of the Bulgaria- Dream Area forum. Among the other types of tourism the country could develop were golf, spa, cultural and eco-tourism said he.

Tourists were becoming increasingly interested in planning and carrying out a vacation on their own, rather than depending on fixed opportunities, said Novakov.

Tourism featured among the priority sectors of Bulgaria’s economy, Novinar reported. It formed nearly 14 per cent of the GDP, tourism sector representatives said.

Revenue from foreign tourist visits in 2006 exceeded two billion euro. Nearly 170 000 people were constantly employed in the tourism sector, Novinar reported.

Big Investments in Bulgarian Golf Courses

Golf is now considered a big proprity in Bulgaria with around 700 Million Levs currently being invested in various Golf projects around the country.

Over 30 golf course are either in the process of being built or planned within the coming months and years.

Bulgaria investment authority bets big on golf

The combined tab of the golf projects in various stages of development across Bulgaria is around 700 mln levs, said the InvestBulgaria Agency, the local investment promotion authority.

Golf tourism is now considered a priority for InvestBulgaria which has put together a task force to review local legislation and come up with changes to bolster golf investment.

InvestBulgaria is expected over the next two weeks to hand a First Class Investor certificate to the Cabland Golf Complex near Pomorie, on the Black Sea. The 370 mln lev project is the third local golf development to earn a First Class certificate after the golf course project of Spain’s Ferry Group and Golf Club Ibar.

Ferry Group plans to invest 260 mln levs in the construction of a golf complex near the village of Katina, in the Novi Iskar region.

Golf Club Ibar, located in the town of Dolna Banya, in the Kostenets municipality, will absorb 75 mln levs.

Currently local golfers have a choice between 3 completed courses. Another 30 are on the drawing board. They form 3 clusters: along the Black Sea coast with sites in Kavarna, Pomorie, Primorsko and Balchik; in the local ski resorts like Bansko and Razlog; and near the capital Sofia.

From a personal point for view, having an apartment only minute away from a major golf course, it is good to see such positive developments and plans in the offing for Bansko and Bulgaria as a whole.

More Golf Courses are Planned for Bulgaria

According to the a New York Times’ article Bulgaria is now in the process of constructing 6 golf courses and 10 other golf courses are planned.

Tourist numbers in Bulgaria have been increasing year after year and the golf course developments should bring a steady flow of golf enthusiasts to the former eastern bloc country.

Golf is not a favorite pastime here. Bulgaria, one of the poorest of the former Soviet bloc countries in Europe, never developed a tradition of playing and has just three golf courses.

But as the country has become one of the Continent’s hottest second-home markets, all that is about to change.

Six golf resorts are being built with courses by internationally known designers, including two by Gary Player and one by Jack Nicklaus. Three of the courses are on the Black Sea coast, two near the ski resorts of Bansko and Borovets and the sixth near the capital, Sofia.

Ten other courses also are being planned across the country, most with residential components, but more focused on the domestic market.

Overall, real estate is one of the fastest growing sectors in the national economy, which grew by 5.2 percent in 2005. Foreigners were involved in 23 percent of the 220,000 property deals registered in Bulgaria in 2005, transactions that totaled more than 4 billion euros, or $5 billion, according to the National Real Property Association of Bulgaria. The year before they generated 18 percent of all sales, or 3.36 billion euros.

Much of the interest is linked to the country’s expected entry into the European Union in January. With sale prices in Sofia still averaging only $66 per square foot, construction costs, sales prices and incomes are all expected to jump after membership, fueling a ‘‘now or never”’ air of urgency among citizens and foreigners alike.

The first portion of the Ibar project is expected to be finished in January, and 25 percent of the villas already have been sold, with prices ranging from 120,000 to 200,000 euros, or $152,000 to $254,000. As in most golf developments in Bulgaria, Mr. Lazarov said, almost all the buyers are British and Irish. ‘‘They are about 60-40 mixed between investors and golfers. I think in the future it will reverse and there will be more golfers,” he said, as golfers are less comfortable than investors with the practice of buying properties before they are completed.

There are no direct flights from New York to Sofia, but the Bulgarian capital is just a short flight London, Paris or Vienna.

Michael Lenihan, publisher of Golf Management Europe magazine, said, ‘‘I think a lot of people are looking at places like Bulgaria and the Czech Republic for a way to make a quick killing and I’m not so sure it’s going to be sustainable long term.”

With the spread of cheap air travel throughout Europe, these high-profile Bulgarian golf developments will not be competing with each other, but with golf property destinations in the Mediterranean and Europe in general, said Andrea Sartori, head of the Travel, Leisure and Tourism Group for Central and Eastern Europe at KPMG, a global firm that provides tax, audit and advisory services.

Mr. Stoychev also is vice president of the Bulgarian Golf Association, which is trying to popularize the game. He expects golf to become more popular as Bulgaria becomes a more prosperous country.

‘‘If you don’t have a supply of golf courses, you can’t create a golf market,” said Mr. Sartori of KPMG. ‘‘There is not a market because there are no golf courses, it’s a Catch-22 situation.”

‘‘Nowadays you have more than 52 golf courses and 24,000 golfers in the Czech Republic, while in 1990 I think there were 3 courses,” he said. ‘‘Demand helped to grow the supply, but supply also helped to grow the demand.”

Golf in Bulgaria is certainly at the early stages but there is growing interest and with big names adding their weight behind the Pirin Golf club near Bansko the interest is sure to continue.

I picked up this intresting article over at Golf Today….

Bansko - A golf and ski combination!

Things are moving in Bansko, a popular tourist destination in Bulgaria, currently mainly noted for its winter sports, about 100 miles south of the nation’s capital Sofia.

Located at the foot of the Pirin Mountains in the Razlog Valley at an altitude of 3000′ it’s in a spectacular location, the mountains rising sharply behind the town to a height of around 10,000′. In the distance the Rila and Rhodopi Mountain ranges complete the panorama. High amongst the pine covered slopes the ski runs can be glimpsed, already over 40 miles of them are in in the vicinity and double this are planned.

In Bansko lots of things are planned. The local mayor proudly reels off a list of statistics, two more ski gondolas are on the way, the first opened in 2003, an airport within 5 years, three golf courses, 27 mineral springs to be developed and more hotel and apartment blocks.

Evidence of this expansion is all around, there are many tall cranes, caravans for the imported labourers and a seemingly endless stream of lorries bringing in and taking out the raw materials and supplies. Its more than a plan, its happening, and its happening now.

On a warm sunny day, bumping along a road damaged by the heavy lorries, its perhaps a little difficult to imagine the potential. But potential there is, and its here in abundance. A lot of people see it, and have sunk a lot of money into the area. Seemingly every second shop on the main street is a property office. Bansko is quietly booming.

The mayor sees a 3 to 5 year plan, and that you have to think is realistic, no promises of a quick solution. Already there are several new luxury hotels, up and running, several more and several apartment blocks already look close to completion for this years skiing season. Planning controls are already being enforced to restrict future building, one gets the feeling that this is organised, controlled and not just a mad land rush, random development and a quick profit.

Bulgarian Life

Bulgaria to many will not be top choice of their places to visit. But the more time I spent there the more you get to appreciate what is on offer. A land rich in history and culture, the land area of the United Kingdom, but with just 12.5% of the population. Diverse in flora and fauna and blessed with a climate that doesn’t have the cruel heat of summer nor the biting cold of winter and a landscape of mountains and rolling hills, lakes, rivers, lush vegetation, forests and gorges. Even in the height of summer the landscape is green, Bulgaria exports water to Turkey and Israel so plentiful is the nation’s supply.

Sleepy towns and villages dot the countryside, the locals often sitting outside watching the world go by, horse and carts are still common, timeless monasteries, fields tilled by hand, welcoming tavernas and fields of vines that produce the much loved local wines.

But what might you ask is different about Bulgaria than say Italy or France, Spain or Portugal - there are similarities, overtones of rural France, parts of Italy, Tuscany perhaps - there is one crucial difference to the visitor though.

Cost.

One morning we enjoyed a Bulgarian specialty breakfast at one of the local “Mehanas,” friendly taverna type restaurants serving traditional Bulgarian food and drinks, often with live entertainment in the evenings. “Eggy Bread”, various platters of cheeses, vegetables, fruits, bread, warm honey, assorted local made jams, local teas, coffee, fruit juice… in fact far too much to eat, we quite literally waddled out of this quaint little eatery. Decorated with local artifacts and open to the fresh morning air. The price per head, 3 Lev. That’s just about £1.05. The local beer, which isn’t bad I can report, around 30p a bottle (not at the same meal i would add!). How much did you pay for that Stella in the clubhouse? Don’t weep, but its around 50p in Bulgaria. A decent bottle of wine, £3.00. Petrol is half the price of what it is in the UK and so on, the cost of living is substantially lower than we are used to.

This combination of a forward thinking government, who are looking to expand the tourist potential of the area, along with visionary investors has led to a number of companies investing serious money into the area.

Investing in a Vision

Companies such as Westhill Investments have seen the potential, like what they have seen and put their money into it. They have secured two sites in the immediate area and the prime site we visited was called Panorama Villas, so named because of the 360 degrees view from the site about a mile and a half as the crow flies from the main town and base of the ski runs.

At the moment, it doesn’t look too exciting, an empty piece of land, close to a disused army base, which is due to be removed shortly. But in the distance you can see why this is about to become one of the prime Bansko developments. Earth movers are working away on the horizon, beginning work on a major golf project.

Moving towards a 2008 completion is the Pirin Golf and Country Club, one of three planned courses for the immediate area, designed by none other than the current European Ryder Cup Captain, Ian Woosnam. When completed, Panorama Villas will be located right alongside the 4th and 5th holes.

Not so far away a Jack Nicklaus designed IBar course at Dolna Banya will be opening within two years, Gary Player’s touch will be found on two courses under construction between Balchik and Kavarna and there are more projects on the way, two dozen or more are on the horizon. Golf is going to be a very rapidly growing recreation in Bulgaria.

So what we have here is an area blessed with a natural environment which is designated a National Park above the tree line, mountains and copious amounts of snow for winter sports, a serious golf course on your doorstep, an area steeped in history and natural beauty, linked with a cost of living that will make anyone living in the United Kingdom wonder why things are so expensive here! Add in future plans, the motorway under construction that will cut access time to the area from Sofia by an hour each way, an airport on the way, golf courses already under construction, spa developments in the area, further skiing enhancements, the Greek coastline a two hour drive away. Where do I sign?

Whilst Westhill Investments aren’t the only developer in the area, they look to have landed on the right idea, a quality location, and provide feature rich larger than average apartments at a competitive price, but without cutting the corners (some developers quote a price for just a shell). A two phase development of a gated and fully managed community of 77 villas and apartments, together with a members clubhouse and spa, the first phase of which is due to be completed in time for the 2007/8 ski season.

A year round holiday home, starting from around €70,000. With ongoing maintenance costs at a low enough level that I’ve seen associated with time share schemes rather than full ownership. There is certainly rental potential, as well as capital appreciation possibilities. You could easily imagine scenarios where friends or family club together to share apartments like these. With three friends, suddenly you’re looking at 13 weeks holiday accommodation a year for a lifetime at little over a £10,000 investment each. Compare that with a family weeks skiing in say Switzerland?

With Bulgaria joining the EEC from 1st January 2007, the development that has already happened and is committed to taking place you can see how property prices have already increased substantially in the last couple of years. Who knows what they might be in a few more years. I suspect, rather higher than they are now!

It will take some care to protect what is special about the area, protecting the natural environment and local lifestyle, but if you’re looking to make an overseas property investment, you would do well to look at Bansko, and sooner rather than later, in five years time those apartments at Panorama Villas might be reselling for a serious amount more than today’s prices.

 Investors Attention on Bansko Golf Club

According to the Sofia Echo, 17th July 2006 :

The number of tourists winter resort Bansko would be able to accommodate during the next winter season would increase by 20 000, representatives of Address Bulgaria property agency said.

In three years Bansko would offer opportunities for calm rest, as most construction work in the areas near and within the resort would be completed by then, property agents said.

Construction in Bansko’s Gramadeto area, located right next to the ski lift, is expected to end in the beginning of 2007. Most new constructions there would start functioning the coming winter season, mediapool.bg reported.

To avoid over-construction municipal representatives decided to ban further construction in the resort.

Investors would be attracted through new opportunities the resort would offer in the future. Most investors have already turned their attention to the construction of the new golf course Pirin Golf Holidays Club, to be located between Bansko and Razlog.

In relation to the new project, most investors are expected to launch projects like Spa centres, five-star hotels and apartment complexes.

According to prognoses, property investors in Bansko would turn to the overall development of the region, including projects in nearby Razlog, Dobrinishte and Banya.
